I've passive tanked level 3's in a harbinger and a myrm. Both ships were rigged, but that was unnecessary (I had CCC's on the harb and some polycarbs on the myrm). The drake with its superior shield tank will do just fine.

Another thing is that it depends on how many people are doing the same mission at the same agent. Infrequently used agents have much better payout.
